Research contributes to our “readiness to regulate” framework. It may occur before, during, or after any cannabis reform. We consider a variety of governance modalities and consumer insights. Our research outputs are designed to guide policy and to be used as part of communication strategies.

Policy Advice outlines policy options, communication strategies, and evaluation goals to guide reform efforts. To inform technical assistance, we offer a variety of evidence-based reviews, accessible comparative cannabis policies, and up to date analyses, identifying implementation challenges and public relations impediments.

Technical Assistance combines research and policy advice with an analysis of local conditions to support individuals and organizations implementing cannabis reform. By reviewing laws, policies, or guidelines and identifying potential pressure points ahead of time, we provide on-going technical assistance to address implementation challenges.

Monitoring and Evaluation provides summative, impact, and meta approaches to evaluation. We conduct this work and build the capacity locally to gather data, collaborate with academics, and fund local research organizations. Capturing relevant research outputs is essential to assess reform goal achievement and define additional interventions to further support legal and regulated cannabis.
