Jon Heidt and Johannes Wheeldon met at Simon Fraser University and published their first academic paper on policy reform in 2007. They have continued to collaborate on a variety of presentations, papers, and books.

Their work on drugs has been driven by the recognition that while prohibition has failed, the prohibition mindset remains alive and well. They consider the benefits of legalization and regulation, while exploring the inevitable pushback and backlash. Some of the scholarly work is here. Their biographies are below.

Johannes Wheeldon has more than 20 years of experience working in criminal justice, including teaching in prisons, working with those deemed at high risk to re-offend, and designing, conducting, and managing justice reform projects worldwide. He has worked with the American Bar Association, the Canadian International Development Agency, the Open Society Foundations, and the World Bank. Wheeldon has published six books and more than 30 peer-reviewed papers on criminal justice, restorative justice, organizational change, and evaluation. He is an adjunct professor at Acadia University. In 2022, he edited: Visual Criminology: From History and Methods to Critique and Policy, published by Routledge. His new books include: Cannabis Criminology and Visions of Cannabis Control, both with Jon Heidt.

Jon Heidt is Associate Professor of Criminology at the University of the Fraser Valley in British Columbia, Canada. Dr. Heidt has studied drug policy and criminological theories for over 20 years and has taught various courses at different academic institutions in British Columbia. He has coauthored several books including Introducing Criminological Thinking: Maps, Theories, and Understanding and Youth Crime Prevention and Sports (with Yvon Dandurand). His work has appeared in the Journal of Theoretical and Philosophical Criminology, Critical Criminology, and the Encyclopedia of Criminology and Criminal Justice. In 2021, he published a detailed review of alternatives to criminalizing drug possession. His new books include: Cannabis Criminology and Visions of Cannabis Control, both with Johannes Wheeldon.
